I'm answering this from a U.S. perspective -- I'm not sure where you're from and rules vary.
The legal definition of "person" with regard to voter registration generally only comes up to specify that registration is limited to "natural persons" (along with other criteria).
Some people see that (and the term "legal") and think that it relates to immigration (because the process of becoming a citizenship is called naturalization, and because of the debate over legal vs. illegal immigration), but it doesn't have anything to do with that.
The law recognizes corporations as "persons" for a lot of purposes. They can sign contracts, own property, file lawsuits, manage bank accounts, etc., but the right to vote is limited to "natural persons." Which in this case just means actual human beings -- corporations, and governments both foreign and domestic, are legal "persons" but not "natural persons."
So for voter registration law, limiting registration to "natural persons" just means that it's limited to actual individual human beings.
Then within that category of "natural persons," registration is limited to (in the U.S.) native born or naturalized citizens. They can register to vote. Non-citizens can't (or aren't supposed to), but legally they are still "natural persons."
So the question in voter registration turns much more on the issue of citizenship than it does on the legal definition of person.
