I'd think that the parent is still acting like a kid that doesn't want responsibility. No wonder why kids get into trouble.

Find yourself a new husband i think. It is not good for a marriage to go partying for a week at a time and then abusing their wife for calling too much. I would be suggesting to him that the partying needs to stop or the marriage does.

I wouldn't be calling him at all, cuz I would have the bastards phone disconnected and his clothes would be out by the trash.
