Is it legal to order perscriptions online and recieve them in the mail in alabama?

yes it is but be aware if you order them from an international pharmacy they could get seized at the border and you never know if what you get is really what you ordered cause it's not FDA monitored.

As long as you have a prescription written by someone in the country then yes you can get other countries to ship you the medicines for a much lower price. I never have but I think you have to either send a copy of the script to customs or have it ready if they ask for it.
