I left my cell phone the car where it's cold and it won't power up. Is there a fix, or is it ruined?

First of all bring it in a warm room. Take the battery out and make sure its dry. Most phones should withstand more cold than what it can be in a car. If the battery is dry, and everything else is, charge it up. If that doesnt work then something else is the problem.

When you bring it inside, moist might accumulate on the cold phone. Just wait a while before using it. But most likely it's a battery problem; Just like your car doesn't turn over fast when starting in winter. If you can't recharge, you can always go to the store and try a new battery... Hope this helped.
