The short explanation is that up until a few years ago, all books had ISBN 10 -- a 10 digit number given out to uniquely identify each book. But 10 digits can only cover so many books, so they switched to ISBN 13 -- a 13-digit number. There is a way to convert a book's ISBN 10 number to ISBN 13, so that bookstores, libraries, etc which wanted to switch to using ISBN 13 in their systems could handle books that only had a 10-digit ISBN.

Isbn 13 is newer and it is compatible with the Europan Article Numbers (EAN).
E.g. on http://www.isbn-search.co.uk/ you see that a book has sometimes a isbn 10 and a isbn 13 number.
