The best age to have sex is a relative question. Not everyone can handle it psychologically or emotionally. It usually creates alot of guilt in some people because they believe it is wrong outside of a marriage relationship or for religious reasons.
By sex, I assume you mean intercourse, and not just oral or masturbation. The best time is really and ideally after you are in a context of a marriage relationship but very few people are able to wait that long or maintain that kind of self-control or even really want to wait that long especially when living in a culture that is continually encouraging being intimate every minute of every day.
I don't know whether you can put an age on that really. It's a choice every person needs to make for themselves. It's really boils down to when you really want to do it or get involved in a relationship or opportunity for having sex.
I was 15 when I first had intercourse with a girl. I was foolish enough to not have even used a condom and fortunately the 14 year old girl I had sex with didn't get pregnant. We had sex a number of times after that until we separated for other reasons.
Once you break that boundary it is very hard to get involved with another girl and not expect to have it. It is really next to impossible to have any future relationship and not have sex again. So, if you want to maintain a certain innocence and romantic relationship it is best to wait and really fall in love with a girl so you have sex out of love instead of lust. There is no age. It all depends upon whether or not you are ready to have sex. Some people may be ready at as a teenager. Others may not be until their 20's. It depends on the person.

At least you can half way take care of your child should you goof up and have one. You are more tuned to who want to be with. And at leasthave a little experience under you. Teens should not be having sex at all. Some may think they are ready but it is as logical as two teens trying to brew up nitroglycerin from a chemisty book when both do not know a carbon compound from from an isotope.
