If you just want to take snapshots, any cheap point and shoot will work fine for you, but if you really want to learn photography you really need a DSLR. They have been around long enough so that you can buy a used one for a very good price. Any 5 year old DSLR is substantially better than a new point and shoot, especially if you want to learn how to be creative with a camera.
You can actually buy a decent digital pocket camera for fifty dollars. Perfect first camera to start with.
