Yes, they do. Usually it is corporate/general confession during the service, usually with a prayer similar to this:
Almighty and most merciful Father, we have erred and strayed from Your ways like lost sheep. We have followed too much the devices and desires of our own hearts. We have offended against Your holy laws. We have left undone those things which we ought to have done; and we have done those things which we ought not to have done; and there is nothing good in us. O Lord, have mercy upon us, miserable offenders. Spare those, O God, who confess their faults. Restore those who are penitent; according to Your promises declared unto men in Christ Jesus our Lord. Grant that we may hereafter live a godly, righteous, and sober life; to the glory of His name. Amen

However, a believer may feel free to confess to another believer as in the SCriptures:
    James 5:16
16Therefore confess your sins to each other and pray for each other so that you may be healed. The prayer of a righteous man is powerful and effective.

or he/she may go the minister or another elder in the church and make a private confession. I, as a ministers wife, have had women come to me and confess particular sins, and ask how they can make up for them. One was a young lady, recently returned to Jesus, who had shoplifted and still had some of the goods. I advised her to give them to me and I gave them to an overseas charity. somewhere in a developing country, a poor woman has a very nice handbag...

Yes. All Christians are called to confess their sins to God. If you mean do they practice the sacrament of reconcilliation like Catholics do then the answer is 'not really'. As a high anglican I can (and sometimes do) confess my sins to a priest in a formal manner. But I don't have to in order for my sins to be forgiven.
