    The author is Vernor Vinge.
The two books using this device that I know of are:
    "The Peace War"
    "Marooned in Realtime"

in one novel an entire town/colony is traveling forward through time by "suspending" themselves with a series of the bubbles and during one of the stops in real time one of the colonists is put outside the area of effect and left to die during a barren period in that places time by an enemy, the others find her parchment journal and remains in the next stop centuries later.

another novel uses the bubbles with nuclear bombs to travel through space by dropping a bomb, enclosing themselves for a short time during which it goes off, propelling them forward again and again.
    *
the cover art of one of the books shows a huge silver sphere reflecting a blue sky with a few clouds.
