We also have a Fred Bloggs in England.
Apparently not. According to wikipedia:

I have traipsed through various sources seeking Joe Bloggs as a real person because I thought I had heard some story about him but all I can find is that he is
'A hypothetical average man'
Not much help I am afraid just the american equivalent of John Doe, more or less
