When the light's(and other electrical items)are not doing what they should(such as flashing for no reason, etc) or you may hear strange electrical noises that are not normal. Make sure it isn't a problem with the electric company, and it could help to go around checking the electrical items, make sure nothing looks abnormal. Could be a short in wiring, causing something to overload. If you do not know much about it, do not try to fix the problem yourself, no matter what it could be.

I have learned to spot any problem if the lights blink a bit and make electrical sounds, then I immediately call the electrician.
