Yes, Lutherans are Protestants. In fact, Martin Luther, the founder of Lutheranism, was one of the first people to "protest" against the policies and doctrines of the Catholic Church back in the early 1500's. His work led directly to the Protestant Reformation.

We are liturgical (having a set liturgy); we have set doctrine and standards; we are confessional, that is we have a summary of the Scriptures dating from Luther's day that we support (they are not over the Scriptures but summarize them);
