Tithing monies are used for building chapels, temples, maintaining said
buildings, and other such expenses. If a family needs financial assistance,
Fast Offerings are used for that purpose. That is why young men go to the
homes each first Sunday of the month and collect Fast Offerings. It is to
    help those in need.

Having come from a large family, being the middle child of nine, my parents worked hard to support us. That was the support we got for being a large family. Tithing never played a part in that support.

We are encouraged to have large families. However, we are also encouraged to not have more than we can support. So, no, the tithing funds of the Church are not used for that purpose.
