Section 2 of the 25th Amendment provides that "Whenever there is a vacancy in the office of the Vice President, the President shall nominate a Vice President who shall take office upon confirmation by a majority vote of both Houses of Congress." Gerald Ford was the first Vice President selected by this method, after the resignation of Vice President Spiro Agnew in 1973.
