Does anyone have a recipe for an all-purpose baking mix that I can use for cakes, cookies , muffins, etc., and just vary the amount of oil and liquid to make the desired baked goods?

    The proportions and methods requires for these different baking styles are quite different.
    Cakes are a wet mix, with not heaps of sugar, where you mix dry ingredients, then add fats and liquids. Muffins are similar and you could probably adapt a cake recipe for a muffin mix, but biscuits are a different kettle of fish altogether.
    Biscuits generally require the butter and sugar to be creamed together prior to adding flour, making it pretty difficult to adapt a cake recipe.
    I don't really think you will be able to get an all-purpose mix for all three in one.
