He needs to make the proposal of everything she likes. For example, I am a huge fan of fairy tales (been to Disney World numerous times and still watch the movies), so when my fiance asked me to marry him, he chose to make mine a fairy tale experience. He laid a gown out on my bed (in which I found when I got home from work), then I found a certificate laying nearby for my hair and nails to be done, at the foot of the bed were "glass" slippers (plastic, yet sparkling). After my hair and nails were done, I looked outside and beside my car was a coach and horses, which took me to a romantic restuarant where we had our own private room. There he placed a crown on my head, bowed to me, got down on one knee and popped the question. It couldn't have been more special to me. Your friend needs to explore his soon-to-be fiance's likes...If she's sporty, he needs to ask her in public at a sporting event. If she likes nature, he needs to take her for a walk and have a candelight dinner waiting in the forest! Good luck!

Candelit dinners at restaurants are nice - but not original! Something original could be surprising her on public transport with a barbershop group dressed like normal people, so they can hide amoung everyone else. Pay them to go on her bus and then make them sing the proposal or something cheesy to her, and then pop the question in front of everybody. Another idea - take the girl to your conception of the end of the world, e.g. where the roads end and there is really nothing but nature and silence. Say "This is all I need" and then pop the question. A third idea - hire 30-60 6-yearolds to hide in your garden/garage/flat. When the lady pops in make then scream "Marry meeee". It's not likely that you can keep them quiet up to the point of surprise, but the kids will be exited to be part of your special moment, and this makes it original.
