Much as I beleive in personal choice, yes, I think they should, in the same way as seat belts and motorbike helmets were made compulsory.

Should not, I'd rather go on my car rather than cycling with a helmet.
I would say it should be a choice.When I was growing up I did not have to wear a motorcycle helmet and few did until the laws changed.It would be hard to enforce and the police have bigger issues than giving out tickets for cyclists.
Is there a web based way to make bicycle route maps and cue sheets?

I think so as well. accidents can become a catastrophic medical nightmare...especially if they're on the dole,( welfare)
