Not all satellite pictures are taken at the same resolution. It takes less time to image an area if wider shots are taken. I have noticed that I cannot focus down as closely in rural areas as I can in urban ones. If the blurs are localized, it is possible that Google is complying with the wishes of the government to keep pictures of sensitive areas away from prying eyes.
