I spread my husband's ashes on the Oregon Coast ... I have no idea if it was illegal when I did it though. I didn't even check.

Yes, but we didn't know it at the time. My father's favorite place was St.Mary's by the Sea in Fairfield, CT. He told us that when he passed away he wanted his ashes to be spread across the water there; and that's what we did. We never thought to check about it being illegal and didn't even realize it until years later when I was having a conversation about it and someone told me it was! Well, he got his wish.
