IIRC a supernova or a GRB can propel some particles at near-light speed.

And that's assuming you consider a projectile something with mass...otherwise I'd say any photon emitter in a vacuum.

Going the other way--more massive objects--a rail gun can get relatively heavy projectiles moving extremely fast...something around Mach 7 for a 3kg projectile.
