No. Your cat was not under your control. Their yard, your problem. Your yard, their problem.
You can check in your town but it may turn out that legally your cat should not have been on their property.

If you ask them nicely (take the cat with you) they might agree to pay. If not, you have the option of Small Claims court (subject to a maximum $$ amount in every state) or a civil suit, for which you'll need an attorney.

Not if your animal was in their yard. You may be liable for some damages, so be extra nice to your neighbors!

I'm sorry, but it's almost certainly not their responsibility since your cat was in their yard.
They have a responsibility to keep their dogs out of your yard, but that's it. I am sorry. I hope your cat's going to be OK.
