I think it also depends on how far you are developed.
When I started masturbating at age 12 and I came, the was no sperm at all. The first time something came out at all I was 13 or 14 and just a tiny bit flowed out. It got more gradually but it took till I was 16 to 18 until it really came "shooting out" as you called it. Then the first 3 or 4 shots squirted up (like half a foot or a foot high) and the next 2 or 3 were already weaker and just oozed out.
