Federalism is a system in which the power to govern is shared between national and state governments, creating what is often called a federation. However a dictatorship is where the government is ruled by an individual, the dictator, without hereditary ascension. The dictatorship is closer to a monarchy than anything federal. So in a nutshell they are both political systems used to run a body of government. Oh and by the way you misspelled similar.
