It sounds like you either need a line filter, or else the one you have isn't working properly. Check with your internet provider.
There are a lot of possible answers to this. Most of them break down to an impedance mis-match problem. If you added a splitter to your cable to obtain your cable connection for your modem, check and make sure ALL connections (even those not used) are properly terminated. It could even be the splitter itself.
