Yes. That's a matter to be settled in small claims court if they won't adjust the price for you.
you can refuse to pay for the poor job, obviously. the person did misrepresent himself, but i don't know if that would really qualify as misrepresentation in a court of law. it just doesn't sound like you should be able to sue someone for saying that they have a license, when a license does not automatically mean that they will do a good job (unless a licensed person is required by law to do the job). you know? but, keep in mind that i'm not a lawyer, and as i said, you can definitely refuse to pay for the poor job.
For our wedding, the bridesmaid's sister offered to do the photography for $100. She claimed that she had taken professional looking photos of her niece. Our first indicator of trouble was when after a half hour of picture taking, she realized there was no film in the camera...
Once we got the pictures developed we came to find, to our horror, that if the pictures weren't out of focus they were not centered (and not in an artsy way). Perhaps a third of the pictures were PASSABLE. We refused to pay for such sloppy work. It seemed like those pictures she took of her niece were the only pictures she had EVER taken.
