What dose the term 50cents on a doller mean?

    buying or selling something for less than its expected value.

    for example, if someone is desperate for money and must sell some of their CDs for quick cash, they may offer them for $1 each which is much less then the original purchase price of maybe $10 so it would be the equivalent of 10 cents on the dollar. It is a ratio but not an exact number.
    50 cents on the dollar would be about half price.
