For publishing less than 1000 books, I would definitely NOT publish in China. The overhead of dealing with a company in China and the cost of shipping the books, will be a greater cost than what you will save in China's cheaper printing fees.
For 100 books, that is generally considered a short-run print job. There are many companies in the U.S. and Canada (I just assumed that is where you are) which will publish a full-color picture book. One who just contacted me, asking if I was interested in printing this sort of book is 360 Digital Books

Don't let the word 'digital' fool you... these are real books, full-color... etc.
