All engines idle higher in Park/Neutral than when the car is actually in gear. I don't know the exact tuning specs on an '03 Subi, but 700 RPM (under the load of a torque converter) does not sound excessively high for a cold idle speed.

As for the 1500 RPM, I've had my cars do that too, usually in the cold, and nothing was wrong with them.

on a subaru it shouls be idling somewhere between 900 and 1100 ,1500 is too high i would start with the coolant temprature sensor it tells the computer how cold the engine is so it can adjust the air fuel mixture timing ect. to warm up faster or you could check idle air controll the a.i.t. sensor air intake temprature sensor m.a.p. sensor and throttle position sensor and mass air flow but trial and error on all these sensors can be very expensive the best thing to do is take it to a garage where they can plug it up nop matter if the check engine light is on or not they can plug it and see what each and every sensor is doing while the car is running

I am having the same issue on my 2k legacy wagon. It idles very high, nearer 2000 RPM and then causes the engine light to come on. The code is 1507, IAC solenoid malfunction.

I am trying to find out where it is in order to clean it, (hopefully) instead of having to replace it.
