But couldn't the English have chosen a patron saint who was actually born there? And who wasn't already the patron saint of all kinds of other places? That was the point of my question. Were the English just 'going with the flow?'

Well, yes, it sounds like they were less concerned with nationality, and more with popularity. It may very well be that most saints of the time actually were from early christian history, biblical times, martyrs from Roman times. A proper canonization process was not yet established, as I learned from the link given.
