This is going to sound a little dopey, but you may not mind when you see the payout schedule.
This is a card game, played at a typical casino game table; so there are seats for 6 or 7 players. The dealer begins with a single deck of cards which has been separated according to rank. All the Aces are in a stack, all the Twos, etc. Each stack of 4 cards has been randomized, by the dealer or by automatic shuffler.
One card from each stack will be turned over. Before each card is turned over, each player will get to guess what the suit will be. There will be 13 guesses in the series. Players bet before the first card is turned, and make their guesses prior to the turn of each card. At the end, they are paid according to how many they got right. A minimum of 4 must be gotten right to win. Here's a payout schedule:
4 right pays 1 to 1
5 right pays 2.5 to 1
6 right pays 7.5 to 1
7 right pays 25 to 1
8 right pays 100 to 1
9 right pays 500 to 1
10 right pays 5,000 to 1
11 right pays 50,000 to 1
12 right pays 1,000,000 to 1
13 right pays 40,000,000 to 1
Don't worry about the casino's edge; it's healthy.
In addition, players may make side bets on the turn of each individual card, being paid 2 to 1 if they get it right.
I think this would be a boisterous game, with nearly every turn of a card accompanied by high drama. At a full table, over the course of an evening there should be a few opportunities to push toward the higher payout levels, which should be exciting even if they aren't realized.
Anyway, there it is. A casino game with a multistate lottery sized payout.
