Unless the neighbor was in imminent danger of losing his life, several states would bring charges against the neighbor, and may even cite your brother for violation. Talica got the criminal side of the legal recourse question, but your brother might also seek compensation through a civil action. Depending on your state law, pets can be seen as property and thus, should someone damage or destroy that pet, your brother would be entitled to the value of the dog. Also, if that neighbor had to enter your brother's property, there is always the possibility of a trespass action. Your best bet, or your brother's best bet rather, is to consult an attorney.

well where i come from we would swiss cheese la casa de eso chingado, pero.... if u wanna take legal action that wouldn't really do anything. if he did get in trouble it would take a long azz time to take him to court.
