If somebodys birthday is a leep year febuary 29, when would there birthday be on a normal year?

My nephew celebrates his leap year birthday on March 1st most times. Of course, every 4th year he has a BIG party.

Technically it wouldn't be on a normal year. You could see it as the doctors do when a child is born at midnight, they let the parent choose which day to be the birthday of their child. (Well, with the person whose birthday it is deciding, not so much the parent.)
