If you're truly his friend, you'll wait. If you cant wait, you definitely owe it to your friend to tell him before making a move. Hopefully, his feelings for her are not that strong and he wont mind stepping aside.

What is up, if you two are friends why does he not know that you like this girl in the first place? Does this girl even know that you like her too? I say, that now that you have paused in time to allow him to ask her out, you have to stand back and wait until that relationship ends. Don't be cruel and get into the middle of their relationship. Just mention to your friend that you liked this girl also so that he knows and understands that you may not want to hang out with them when they are together because that could be really hard to do.

you should definitely tell both of them, but if she doesn't like you back, accept it and move on (a possibility: you may lose your friend too)

personally I think your a shallow individual and should go no where near the girl, loyalty comes first with friends if you are not loyal then their is no point in bothering with either your friend, nore the girl. harsh but it is true
