1) I am not sure if I really understand you question. I assume that you wanted to say" "If I were writing my questions in French or German..." <would they be automatically translated in English or any other Language> Answerbag does not include a translation interface, so it would not work at the moment. But you could theoretically use some. 2) I think any question in a foreign language will be flagged / rejected as nonsense. The idea is that this is an English speaking site and the questions should be understandable for everybody. The staff should also be able to evaluate if a submission were offensive. Foreign languages are sometimes used in comments, if you checked that someone could understand this. Comment threads are often use as a kind of chat room. I am French and I live in Germany, so I could also use French or German. Sometimes people ask also a translation question, such as "How do you say 'Hello' in French?"

Did you ask the question in another language? Because I understand the question. Just kidding. I would hope that you would stick with English so everyone can talk to you. Other than that, I don't know, try it.
