    Only one rebel group has signed an accord with the Sudanese government: the Justice and Equality Movement. It is the most active one, but not the only rebel group existing in that area.

    I think the reason why Khartoum made a deal was it wanted to reduce the tension in the region. The conflict there has been going on for years, and it could get really tiring for people.
