This may sound simplistic, but it's true: Post stuff that a lot of people would be interested in. Then be consistent. It's one thing to attract passersby, it's another to keep them coming back - or spreading the word.

Shameless self-promotion.

Have a very simple but catchy name that relates to the main subject of your blog. Make sure the URL is easy as well. So many of both the blog and the URL are incomprehensible and not memorable.

The best way to build blog traffic is to first wait until you have at least 15 posts... no one takes a blog seriously if it has only 2 posts. Then you need to submit your blog to blog directories like Technorati, Blogexplosion, Blog Directory, Blog Catalog, and so forth. Do a search for blog directories. Then you need to search Google or Technorati for blogs that are similar in content and topic to your blog. Set up an account with Blogrolling for free and swap links with these blog owners. Most will be happy to trade links with you. Also, contribute to other blogs in the way of commenting on their blog posts. DO NOT leave a comment that says, "Come visit my blog at xyz.com!" That is useless and you will be spammed. Do not leave a comment unless you can think of something useful to say that is on topic and adds to the discussion on their blog. Don't promote your blog in comments... just enter you url and take part in discussions. Blog traffic can take time to build. You need to have interesting content that isn't stolen, nonsensical, or boring.

Primarily, traffic should be free. I suggest that you never paid for those services where they say they will send you 10,000 visitors for a fee. Typically that only involves automated hits via scripts or popup and popunder traffic which is mostly blocked by I.E. or Firefox. 1. Use expert SEO tactics 2. Provide solid, unique and rich content on your site 3. Blog about your site at blogger.com or link to it 4. Get listed on Google in 48 hours for free You can download a FREE ebook that goes over all of this and dozens of tactics at http://www.macumbamarketing.com/ (PDF file) No charge.

You could start by posting a link here. That'll get some views at least. As for promoting it on a larger scale I'm not too sure.

There is no magic bullet. To get traffic, you have to generate interest in your posts. The best way to do that is to write about either interesting stuff or controversial stuff. That doesn't mean those are the only roads to lots of traffic, but they'll get traffic fast. Personally I say give the readers something of substance. Getting visits is one thing. Keeping them is another.

Submit it to blog directories and blog pinging sites.
-
keep asking interesting questions i guess?
-
try looking at anothers source code
-
Post more stuff a lot of people would be interested in. That may sound like a pat answer, but it's like asking, "What's the best way to get more people to read my books?"

Post articles to sites like http://www.articlelogy.com/ You get to include a little blurb about you and your blog at the bottom. if they are half good articles then they get picked up by webmasters and in no time they are all over the net. Even if they are slow at getting picked up your link is still on the page, do many sites and you are off.
-
submit your blog to ALL the search engines, it might take some time but the spiders will start coming. Use: http://pingomatic.com/
-
Write something interesting instead of the usual crud that seems to fill the internet.
-
Uplink your blog site to all of the other websites that you are a member to as well as pay a browser such as Google to get premium placing for web searches so that you are in the front position. Always never forget to promote and if you have to sign guest books that are related to your blood and shamelessly but tactfully promote your blog. Make sure that you are reaching your desired demographics and use every medium available to you in which to reach them in an effective manner. Branch out and diversify all the channels that you can increase net traffic.

All of the answers here are really good and point to the fact that you have to include a lot of different things to get good blog traffic. High quality content, links to other blogs, use of images in your blog, social promotion on social networking and social bookmarking sites and being active as a commenter on blogs related to yours are all great ways to start increasing traffic to your blog. I also think that blog carnivals (http://www.ehow.com/how_4799750_use-blog-carnival-increase-traffic.html) are a terrific way to get some new blog traffic. They give you direct links to your blog as well as a way to network with other blogs. 25 ways to get links to your blog: http://hubpages.com/hub/25-Ways-to-Get-Links-to-your-Blog
