All you have to do is punch this in your calculator: 8 + (600-12000)

Yes it is and 5 hundredths is the same as (600/12000). If you simplify (600/12000) you get 3/60 or 1/20 which is the same as 0.05.

How does .05 = .612?

In the question it is written as six hundred twelve thousandths, not six hundred and twelve thousandths. It's confusing the way it is written now that I see how you read it. We need the asker to clarify.
