  • They can certainly arrest you, pending investigation. They might not be able, or might not choose, to charge you.
  • Yes, they can arrest you. The time to protest is when you're in court. Not to the police. The only thing that'll get you is either more charges, or a smack on the head. Or maybe both.
  • If your behaviour fits the disorderly conduct definition they surely can. If two guys are fighting they will take you both in and then figure it out.
