Yes, the master cylinder is bad. Replace it. It's a bit unusual to fail this early but it happened.

try making sure all of your brakes are getting brake fluid to them. I had that problem and my rear brake was not getting any fluid.
First, check fluid level in the master cylinder if low this can cause your problem, 2nd look behind each wheel, on the back of each wheel see if there is any fluid, if so you have a leak and not a faulty master cylinder, Fix the leak if need be, bleed the master cylinder and you should be ok. If the above has been checked and is ok, then make sure your back brakes are adjusted as low back brakes will cause your pedal to go very low. It's kind of rare that the whole master cylinder goes bad all at once as your master cylinder has 2 chambers, usually 1 chamber will go bad, causeing a very low pedal but still able to stop the car / van/ suv from 40 mph. Check all of the above and if all is ok, try bleeding the brakes, if the same then change the master cylinder, but check all the mentioned forst.

You're reading 2002 honda civic, the brake pedal went all the way to the floor, could not stop using the brakes, had to use the hand brake. Pumped the brakes it worked, then they went all the way to the floor again without braking. I was told master cylinder, 67,000 mi?
