Help answer this question below.

A guy drives down the road, a cop see's him drive by. the guy stops at a gas station to use the restroom and make a purchase can the copc write him a ticket for driving without a license even though he did not see him get out of the car at the gas station

    Asking the same question over and over is not going to change the answer. Yes, the cop can write you a ticket.

    Yes. any violation of the law, observed by an officer, can be upheld, whether its on the road or not.

    I observed a man driving drunk. he broke into his girlfriends house and assaulted her.

    I arrested him for DUI and domestic assault.

    He pled guilty in court.

    I did not stop him on the road as i was making a domestic violence report at his girlfriends house. she yelled to me, "there he goes". he drove into her driveway and assaulted her.

    The police can act on anything they see, smell, feel or hear. before or after the act.

    yeah1 he was still driving and it doesn't matter what he does.

    Of course. The cop only needs to see him commit the crime (i.e. "see's him drive by"). The fact that the guy stops at a gas station does not undo the previous illegal act.
