No. but the speed limits are set so low that everyone speeds. It is just a source of revenue for the cities and states. Public safety has nothing to do with it.

Yes! At the Roosevelt Roads Naval Station....I was driving between 15 and 20 miles per hour....but the speeding limit was 10. I got a ticket.... What a wild and crazy driver!!!!!!
