  • I think they will gradually develop enough awareness to alter their own programs that control how they act. Eventually they will be able to make their own choices. Based on what motivations I don't know.

  • It, technically, is possible. And once they do, they will be MUCH smarter than we are. The average computer, currently, is less complex than an earthworm. But the entire human genome would fit on a DVD or two. There are several ways a computer could become self-governing: 1. Comprehensive rules: if a programmer were to create MILLIONS of rules for how to behave in many scenarios, a computer could be self-governing 2. Learning via conditioning: a computer could be programmed to learn via conditioning, much as some psychologists train animals. 3. Learning via self-conditioning (if that's a word) and inference: if some basic rules were programmed in, a computer could interpolate what to do in similar scenarios, and then make sure that it does similar actions to those that succeeded, and avoid those that failed. Not being trained in computer science at all, I have probably over-simplified the ones I did cover, and I probably missed a few methods. But I have no doubt that computers will be capable of being like Hal and pass the Turing test.
