In Florida for the 2000 election, they came up with one of the most confusing ways to vote in history. You were to punch out the circle that supposed to indicate the candidate you chose. But, a lot of the time, this "chad" wasn't fully poked out, and that is what hanging chad is.

Chad is an African country. In North Central Africa.
There is also the 'Lake Chad'. Same region. But I think it extends beyond the boundaries of Chad, the country.
