I would say that "Chips are harmful" Because Chips is plural. If it was chip(Singular), i would say, this chip is harmful.

In this case "Chips are harmful" is correct because, the plural noun "chips" conflicts with singular verb "is."

If you're talking about food, then the latter ~ chips are harmful. BUT if you're talking about that TV program CHIPS (Eric Estrada and larry Wilcox), then I say the first choice ~ CHIPS is harmful lol ;)
