  • The molecules slow down because take the balloon out of the warm building and into the cold outside environment. So, according to the universal gas law (PV=nRT), since the pressure (P) and number of gas molecules (n) remain the same, the volume will decrease as the temperature does so. When the balloon vender blows the balloon up outside on a cold day, then he will have to put more gas into it than he would on a warm day in order to get it to the same size. So, when you take such a balloon inside, its volume will increase as its temperature does so, again according to the universal gas law.
