You have to use an appropriate program (I use Nero) to burn that ISO to a DVD. Don't just burn the file to disc as that will merely copy the file; use a program that turns it into an actual DVD.
An ISO by itself cannot be viewed, nor can you really do much with it except burn it to disc. Though there are some "virtual CD/DVD" programs that *may* be able to mount it, burning it is the simplest way to go.
download winerar, when you install it select all formats which includes iso, once installed extract the file to a new folder then burn the dvd as normal

ISO's are a snap to mount on Linux, but I suspect that's not what this user's OS is.

Statistically speaking, I have to agree with you.
Furthermore, I am guessing from the mere fact that they asked this question that they are not nearly as computer-savvy as you or I. If they were, they would be running (or at least dual-booting) Linux in the first place.
Personally, I consider this such a simple task (regardless of OS) that, like many questions here in the Computer section of AB, I often suffer from "Centipede's Dilemma" when posting an answer here.
