This is a very complicated question since there are many factors. Some main ones that I will briefly mention are:
-Self confidence: Lots of girls where revealing clothing because it makes themselves feel pretty/sexy/etc. This in time can affect their confidence level behavior wise.
- To get attention: By wearing revealing clothing a lot of girls want attention from the opposite sex, or even the same sex. To be desired and/or admired
- To feel accepted: There is a lot of pressure nowadays to be the ideal look and today that ideal look tends to be sexily shown bodies
-To stand out: With all the different outrageous styles nowadays, its hard to stand out from the rest of the pack. Showing some skin is one of the ways
- It's what's there: Clothing stores nowadays rarely sell any clothing for women that are both fashionable and conservative. So if that's the only thing they can buy, it's what they show by default.

Not everyone does. I'm modest, because not everyone wants to see things hanging out. Being an over-exposed person just makes you look like a whore that's trying to hard. & not only that but it lowers the respect you get from others.
I don't have to wear a push up bra and a v neck to get numbers.. but what would that say about the person giving you them anyways? "hey here's my number, you look like you're easy"
I don't know why they do it. Maybe the attention by being looked at like a piece of meat makes them feel better. But I don't know what kind of girl could find flattery in that. hahaha ;)

I'm a modest person, but some girls do that because that's what today's society thinks is hot. They do it for attention and sometimes for sexual purposes. Guys are that way too. They wear their pants way to low. Because that's what everbody think is hot, and some guys think it will attract more girls.
