When I was young I got a penalty in hockey for "no forward movement of the puck". I was killing a penalty and just skated around with the puck. I has always bugged the crap out of me. Does this rule exist?

    As far as I can tell, this was a wrongly assessed penalty.
    Rule 79 (a, b) of the official NHL rulebook is the only passage that relates and it states:

    a) The puck must be kept in motion at all times.

    and

    b) A minor penalty shall be imposed on any player, including the goalkeeper, who holds, freezes or plays the puck with his stick, skates or body in such a manner as to deliberately cause a stoppage of play.

    So long as you were moving around, you were within your rights to kill time. There's nothing specifically about forward movement in the rules.

    Back in the 80's, dumping the puck out on a PK was not as predictably used as it is now. The Oilers were really good at circling around to waste time.
