yes, you can if you are the age to have your own place, and a job, you have to have some can of income, come in. if you don't have kids how do you support yourself? if you don't have a job that would be one of the question they would ask you. so make sure you have that and not kids.
didn't you just say you live in low income housing? i'm confused.

Depends. The waiting list for that is really long. Unless you have a disability, are a single parent, etc it would be hard. Waiting list here are up to 2 years .in CA and places it's up to 20 so unless you have a "priority" don't bet on it.
