If you unintentionally pass through a tollway, such as in Chicago in a rental car and you weren't aware you did it, will you get a bill from the state? Or the rental car company?

The rental car company will and will charge you for the fee AND the fines associated with it. You can pay the toll here: http://www.illinoistollway.com without a fine.

The rental car company will get it, track the time to when you had the car and most likely charge your credit card.
